In June 2024, the legislature extensively amended the Federal Immission Control Act (BImSchG) with the aim of accelerating immission control approval procedures and implementing EU law. The normative foundation of digital processes in conjunction with the requirement for digital applications opens up extensive opportunities for approval authorities to significantly streamline the formal and substantive review processes - through the integration of suitable systems and artificial intelligence - while still supporting the production of legally sound decisions. The EIKO-Bau project aims to make existing processes more efficient and transparent in order to accelerate the energy transition in the region. For the economy, this should result in greater planning certainty and savings regarding time and cost. The use of AI technologies significantly shortens the entire process from application to approval saving not only time and money but also increasing planning certainty for companies.

Focus of the project

The project focuses on integrating spatial framework conditions with legal requirements using geographic information systems (GIS) to verify the formal and substantive completeness of application documents. The aim is to develop a practical, model procedure that can be transferred to other regions. The experiences and results gathered will be documented in a guideline to promote the transfer of knowledge and results to businesses and public administration, and to strengthen regional cooperation and competitiveness in the Northwest Metropolitan Region in the long term.
